Frank Bisignano

Frank J. Bisignano is an American businessman and government official who serves as Commissioner of the Social Security Administration and Chief Executive Officer of the Internal Revenue Service. He was confirmed as SSA Commissioner in May 2025 and appointed IRS CEO in October 2025, reporting to the Treasury Secretary. Prior to his government service, Bisignano was Chairman and CEO of Fiserv and previously Chairman and CEO of First Data, bringing over four decades of experience in financial services and technology. Earlier in his career, he held senior leadership roles at J.P. Morgan Chase and Citigroup.
