Anthony Stafford Beer (1926–2002) was a British cyberneticist, management theorist, and consultant widely acknowledged as the founder of management cybernetics, which he defined as the science of effective organisation. He is best known for developing the Viable System Model, a cybernetic framework for diagnosing and designing autonomous organisational structures, and for Project Cybersyn, a real-time computerised information system designed for the Chilean government under President Salvador Allende.
